OJECTIVES FOR THE SECOND PHASE

 

1. Justification for a second phase

During the second phase, new projects located in Bogota and Rabat have obtained financing. On the other hand, the Rufisque project, which was selected as a ì best practice îat the Habitat II conference, will no longer be financed. The lessons learned from this experience will be disseminated by the Preceup.
While the first phase allowed to better approach the problematic, to document relevant experiences, resource persons and institutions, and to equip the focal points, the second phase is of critical importance in producing concrete and operational recommendations for all those working in the field of the urban environment.


2. Objectives for the second phase

2.1 Objectives of the operational component
This aspect of the project aims to (i) experiment, and (ii) to integrate, innovative approaches to urban environmental management in cities of the South (waste collection, recycling, use and commercialisation of domestic wastes, sanitation, urban agriculture...).

The Preceup will improve upon and develop the results attained during the first phase as it relates to the following fields :

In terms of improving the health conditions in poor districts, the programme will continue to reinforce community waste-management systems established during the first phase. Emphasis will be placed upon the development of such systems (e.g. waste sites in Santo Domingo), and on their sustainability.
In terms of the productive use of solid and liquid wastes, the second phase will enable ThiËs and Bogota to reinforce their knowledge of composting. Enda Viet Nam will take the relay from Enda RUP where lagooning is concerned.
In terms of education and environmental awareness, the second phase will be more voluntaristic, as most of the focal points have included environmental education as one of their main operational objectives.
The programme will follow its efforts to strengthen the capacities of community groups through personalised training programmes.
One of the objectives of the second phase will be an increased participation of community groups in the thought process and the definition of municipal policies. Here Enda Bogota will play a leading role.


2.2 Objectives of the Research / Capitalisation and Dissemination / Communication components

·to capitalise on the field projects and other relevant experiences in the urban environment
·to supply grassroots organisations, NGOs and other actors involved in urban issues with information allowing them to improve their methodologies of intervention and use of technologies
·to propose an alternative model for urban environmental management in under-privileged areas of cities of the South, favouring the access of marginalised groups to public services and to influence policies and municipal plans in domains covered by the programme.
·the process of memorisation of the experiences, initiated during the first phase, will be continued. A monograph and a video will be produced for each project.
