PRESENTATION OF PRECEUP


The first phase of the programme which took place between October 1994 and August 1996 (18 months) has already been completed and has allowed for significant changes to be made in many fields (improvement of urban environmental management, strengthening of community organisations, income-generating activities...). The second phase was launched in order to consolidate the achievements of the programme.

The programme is divided into three main parts :

As in the first phase, the operational component of the programme aims at strengthening urban environmental projects and south/south exchanges of experience, know-how, methods of animation and local technologies, which bring about economic activities with an environmental dimension or impact, while relying on popular dynamics.

In parallel, a research/capitalisation component will be implemented in order to identify, collect and document experiences relevant to the themes of the Programme. A reflection will be initiated with numerous partners to discuss specific themes in order to propose practical alternatives and providing recommendations to decision-makers concerned with urban environmental problems.

Finally, through a dissemination/communication component, the programme will ensure that the teachings from the operations, research and capitalisation be disseminated as widely as possible to people in the field, researchers and members of international organisations involved in urban environmental issues. This will mean using adequate media (publications, audio-visual tools, mailing lists and Internet site) and an appropriate formatting of the information.

Field of intervention

The programme aims to improve the urban environment of under-privileged populations in cities of the South. Particular attention is paid to the deficiencies of the sanitary environment in these cities, and thus emphasises the management of solid wastes, waste waters and drinking water which constitute the major concerns of the poor in the Third World.

The programme concentrates its actions primarily in the following environmental fields :
·management and productive use of solid wastes (alternative collection systems, recycling, composting and urban agriculture);
·management and treatment of waste-waters (alternative sanitation schemes, lagooning systems...)
·water canalisation techniques and appropriate methods for making it drinkable.

This approach enables the programme to experiment with unconventional technologies adapted to the socio-economic conditions of the poor districts.

The beneficiaries of Preceup

Direct beneficiaries:
·the inhabitants of the popular districts of Bogota, Thiès, Hô Chi Minh City, Santo Domingo and Rabat Salé
·associations and grassroots organisations in these districts, who are the local actors of the programme

Indirect beneficiaries:
·those responsible for urban planning at the local level,
·local political decision-makers,
·those responsible for economic activities generated indirectly by the programme (cart drivers, farmers benefiting from compost at reduced prices...).
