The UWEP (Urban Waste Expertise Programme), coordinated by Waste
Consultants, is about to enter its second phase, aimed at research at
the local level. New pilot projects are already being implemented in
Mali, the Philippines, India and Honduras.
A new UWEP leaflet is being prepared in three languages, describing
the new pilot projects over the next four years. If you wish to

As per the Habitat Agenda para no: 240, United Nations Centre for
Human Settlements-UNCHS is asked to provide assistance to partner
groups to establish guidelines for national and local monitoring and
evaluation of the implementation of the Habitat Agenda.
This guide is expected to cover the initial questions and main
concerns of the Civil Society at large during the implementation
process and provides additional inserts to address various tasks
which might be undertaken in the capacity of each identified Partner
Groups as per the Committee II hearings of the Habitat II
Conference.
Apart from Non-governmental Organizations (NGOs) and their caucuses
established during the Habitat II (ie. on Appropriate Building
Technology, Rural-Urban Linkages, Sustainable Science &
Technology, Sustainable Communities & Societies, Human
Settlements, Water, Energy, Elderly, Family, Human Rights, Peace,
Values, Women, Youth for Habitat, Foundations, Resources, Children
Rights, Professionals, Training & Research Partners, Trade
Unions, Academies of Science & Engineering, Disabled, Human
Solidarity etc.), the members of the Civil Society addressed in this
guide are as follows:

This attempt to produce a common 'Guide for Civil Society' originated
from the cross cutting nature of the Partners and NGO caucuses
representing the Civil Society. Unlike the Local Authorities in their
managerial capacity, the Private Sector in their planned profit
oriented activities or the Parliamentarians with their assigned
mandate to formulate legislation, the Civil Society comprises
individuals and their organizations acting voluntarily to address
different specific issues of concern and working to create a
significant change by overcoming certain obstacles in their daily
lives.
This Guide for the Civil Society at large in Implementing the Habitat
Agenda should be read together with the UNCHS Partners Guide which
provides generic information on the Habitat II Conference and
Monitoring and Evaluation processes at various levels.

This guide was elaborated by the UNCHS and distributed as a draft
version in June 1997. The African NGO Caucus for Habitat II took the
initiative of translating the document into French to ensure a wider
