Summary

In 1994, the Municipality of Quito, with the support of
the International Labour Organisation (ILO), elaborated a
project for the decentralisation of muncipal urban services
through the creation of microenterprises dedicated to waste
recovery, street cleaning, maintenance of green areas, the
management of hygiene services and public parking lots, and
the recycling of plastic.
The objectives of the project are the following:
- to improve the quality of life and the quality of
public municipal services
- the creation of 9 private microenterprises, which
generate stable jobs for the unemployed
- to dispose of a model for the social privatisation of
basic sanitation services, tested and operationnal.
The beneficiaries of the project are the populations in
areas where the microenterprises operate, the unemployed and
the municipality of Quito.
The expected results are the following:
- to clean and sweep on a daily basis the hitorical
centre of Quito;
- to satisfy the daily requirements in terms of hygiene
services for around 2100 people who pass through various
districts
- to organise and control parking in around 3.5 km of
streets in Quito, attending some 1500 motorists per
day
- to generate 90 stable jobs through the creation of 9
microenterprises.
