HELIO International is...

an independent, international network of leading energy analysts whose objective is to identify, assess, measure and publicise the contribution of energy systems and policies to sustainable and equitable development. 

These experts carry out independent evaluations of national energy policies and inform decision-makers about their effectiveness. They also analyse and advise on ecodevelopment and climate stabilisation. 

HELIO's core activity is Sustainable Energy Watch (SEW).  SEW's objective is to measure progress towards sustainable energy and development practices nationally, regionally and globally. National reporters and regional coordinators collect and analyse energy data against a series of indicators selected for their relevance, clarity, balance and timeliness.

This work has recently expanded to address the vulnerability and resilience of energy system in the face of climate change impacts.

National evaluations are published in a periodic report series known as the Sustainable Energy Watch Report.

Vulnerability - Adaptation - Energy Resilience

HELIO is managing a new project that measures at the vulnerability and  resilience of energy systems in the face of climate change impacts.  This workis a further development of HELIO 2007 report. The indicators are being field-tested in 10 sub-Saharan countries.

Meetings of Interest

OCT 2008: NATO Advanced Research Workshop: Weather/Climate Risk Management for the Energy Sector S. Maria di Leuca (Lecce, Italy). HELIO presented a paper that demonstrated how indicators can be used as a way of improving communication on energy systems vulnerability, resilience and adaptation to climate change. A publication based on workshop papers will be published early 2009.

May 2008: IUCN and HELIO co-hosted a three-day workshop on Climate Change, Energy and Ecosystems in Bamako, Mali. Discussions focused on how best to mitigate and adapt to the impacts of climate change on ecosystem security.


Article of Interest: Jim  Hansen on climate change tipping-point

In June 2008, an eminent US scientist, James Hansen testified, before the US Congress about the urgency for US action to address climate change, stating that:

"A wide gap has developed between what is understood about global warming by the relevant scientific community and what is known by policymakers and the public. Now, as then, frank assessment of scientific data yields conclusions that are shocking to the body politic. Now, as then, I can assert that these conclusions have a certainty exceeding 99 percent. The difference is that now we have used up all slack in the schedule for actions needed to defuse the global warming time bomb. The next President and Congress must define a course next year in which the United States exerts leadership commensurate with our responsibility for the present dangerous situation.....A path yielding energy independence and a healthier environment is, barely, still possible. It requires a transformative change of direction in Washington in the next year."
